This PR addresses CVE-2024-25710 by upgrading the commons-compress dependency to version 1.28.0. Since testcontainers doesn't plan to update their commons-compress dependency soon, this PR manually overrides it to resolve the security vulnerability.
- Added commons-compress version 1.28.0 to the version catalog
- Added commons-compress library reference to enable dependency override

There is not a newer version of testcontainers and their GitHub indicates they don't plan to update commons-compress anytime soon.
Had to regenerate the verification-metadata.xml to get builds/tests to pass. Will need help building and releasing updated version if needed.
