Description of changes:

  • Adds workflow to generate, sign and publish OS image manifests.

Publishing OS image manifests is equivalent to pushing out OS image updates to the end users. Therefore, there is no manual trigger for this workflow as of now.

Testing done:

  • I've reviewed the guidance in CONTRIBUTING.md
