feat: make agent-version optional for all source types

The top-level `version` field is an optional, user-defined label
for all source types per the backend API spec. Git agents use `ref`
for versioning and object agents are immutable via their object ID.

- Change `agent-version` from required to optional in action.yml
- Conditionally include `version` in API payload only when provided
- Guard `public:` prefix handling against undefined agentVersion
- Fully backward-compatible: existing workflows passing
  `agent-version` for any source type continue to work
