Add output-table to generate command

Allows the user to specify a file path for the generate command to output the generated Film Grain table to. Convenient for when the user wants a table based on the input video but does not want to rely on using the inspect command to extract the table.

This PR will be repurposed in favor of making a simpler generate command after recent changes collapsed functionality into apply. The goal will be to provide a command that generates a Film Grain table without needing to specify a video. If possible, allow compiling with minimal dependencies for the sole purpose of this generate function.

Until that's done this will remain a Draft PR.
