Auto download / manage rust-analyzer #168

This would be nice. My currently thinking is to wait for rust-analyzer to start riding the rustup release trains as we have some old code lying around that dealt with rls there. But maybe there's a better course to take?

In any case, we should make sure we retain support system package rust-analyzer.
