Rollup merge of #157450 - cyrgani:pm-inline, r=petrochenkov

mark `Encode`, `Decode`, `Mark` impls as `#[inline]`

Related to rust-lang/rust#157271 (though it was not a part of it). This looked pretty promising locally.
