Sync CI with more rustls ecosystem best practices#183

Match the new convention we use for the "ci/" prefix. Include "rel-*" and '**' tags.
Arrange all of the 'on' config the same way as in the main rustls repo.
Use the same values as the main rustls repo. This auto-cancels CI when you push updates to the branch.

Synchronizes on some CI changes we've made in most other repos. Notably also brings in the formatting bits from rustls/webpki#503
