What does this PR do?
Bumps the dependency on @salesforce/core to the latest version so that forcedotcom/cli#3586 will be resolved. Will be performed in conjunction with other PRs against other relevant repos.
Acceptance Criteria
If the CLI works with Node v24.17.0, then we're in the clear.
