docs: add skills/ with the drive-chrome-cdp Agent Skill#2

Co-locate the agent-facing usage skill with the CLI it documents, so the two never drift and this repo can be the canonical source a downstream skill collection vendors from (rather than a hand-maintained fork). - skills/drive-chrome-cdp/SKILL.md — the core "drive this CLI" reference: the list→use→snap→act→verify loop, --by addressing (name/ref/cell/label/ in-row), the select verb, session batching, and the envelope/exit-code contract. - skills/README.md — what the directory is and how to consume a skill. - README.md — a Skills section pointing at it. Uses genericized examples (no real project/tenant/account data); the harness-side .source.json vendoring sidecar is intentionally omitted. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
