Because the request was already sent to 1 host at first.
So on error it becomes unhealthy and the remaining hosts in the cluster that can receive requests (for retry) is equal to kmip.transport.length - 1

Conflict

and development/8.8.

I have not created the integration branch.

Here are the steps to resolve this conflict:
