Bump fs-http to 0.1.3 to republish with working dist

fs-http 0.1.1 and 0.1.2 were published with empty dist directories due to
the artifact path bug in the publish workflow (fixed in previous commit).
Bumping to 0.1.3 so changeset publish will create a fresh tarball with the
correct dist files.
