Distilled cross-project ADR operational rules for fs-packages per ADR-0015. Three ADRs apply (0013 adapter-store home, 0015 governance itself, 0017 fs-http as mock-server target). Ten cross-project ADRs explicitly marked N/A with library-territory rationale. Three war-room-internal ADRs (0005/0007/0010) noted as out-of-scope.
The original commit landed before the fs-packages oxfmt gate was strict about markdown trailing newlines, so the ADR projections file had 3 lines of formatting drift. CI's \`check\` workflow went red on 2026-04-17. Re-running \`oxfmt --write\` brings the file back into conformance; rebased onto current main in the same push.
