tests: cover host up/down replay races

Add focused HostStateRaceTest coverage for stale down handling, queued up replay, superseded async up callbacks, newer down invalidation, remove invalidation, and auth failure no-retry behavior.

Use immediate and queued executor fakes so the races around executor submission, callback completion, and pending replay are deterministic unit tests rather than timing-dependent checks.
