The meaning of production capacity

Could you elaborate more on the meaning of production capacity?
I am a little confused of the role of agent, does the agent decide the starting time and finishing time of each job at each machine?

No the agent choose the rate of overtime. Currently there are 3 options available: No overtime, Overtime a and Overtime b, where Overtime a and b (a < b) change the available capacity in that period. So for instance if the period has length 1 than Overtime a=1.25 and Overtime b=1.5. That is there is more time available to produce the orders in that period.
