AWS test failing: "LocalStack requires an account to run"

This happens in all CI runs:

They say open source projects can still somehow use localstack for free but it's unclear to me how.

I think we want to disable AWS tests for now , then an AWS toucher can figure this out later

I'm not doing this but in case someone wants to try an alternative that is still open source:

Another option besides floci: fakecloud covers KMS with real cryptographic operations (CreateKey, Sign, GetPublicKey, CreateAlias, ListKeys), including RSA and ECC key specs with SIGN_VERIFY usage. Runs on port 4566, no auth, single binary.

Could be a straightforward swap to re-enable the AWS tests without signing up for anything. Happy to help with a PR if useful.
