Include `raw/` and `staging/` folders

Since we're already (more or less) using a medallion architecture https://dataengineering.wiki/Concepts/Data+Architecture/Medallion+Architecture by keeping raw data, using batch/, let's just formally set it up here by adding these files. And rather than batch/, it's staging/ (in root, not the resource).
