Per @hilmanski's note, we're currently only sending the usage warning emails to users who trigger them. For example, if the account has an owner and 3 developers, and one of the developers triggers the 75% and 90% usage warning email, they are the only ones who receive them.
I believe it makes sense to have both the person who triggered an email and the owner receive these emails
