Restore missing build targets and sync Crystallography.Controls to authoritative version
- Add Crystallography.Controls/build/CheckResxDuplicates.targets, which was silently excluded by a local .git/info/exclude 'build/' rule and never committed; its absence caused the CI MSB4019 'imported project not found' failure
- Sync 11 Crystallography.Controls files to the authoritative ReciPro version (the IPAnalyzer junction had broken and diverged)
