Is there a way to specify an outgoing interfce by IP ?

Suppose I don't know the interface name but would like to specify outgoing interface "outbound-bind-interface " style

Is there a way to specify it by specifying interface's IP and mask a-la 192.168.2.0/24 ?

P.S. just to make sure we're on the same page I am talking about specifying interface a shadowsocks server will use for outgoing connections
