P1 Badge Switch thunk imports before upgrading redux-thunk

With redux-thunk upgraded to v3, the package no longer provides the default export that this app imports in client/app/bundles/comments/store/commentsStore.js:4 and client/app/bundles/comments/store/routerCommentsStore.js:5. In any build path that creates these stores, Webpack will either reject the missing default export or pass undefined into applyMiddleware, so the comments app cannot initialize unless the imports are changed to the named thunk export or the dependency stays on v2.

P1 Badge Add the Tailwind v4 PostCSS plugin before upgrading

Upgrading tailwindcss to v4 breaks the existing PostCSS setup because postcss.config.js still registers tailwindcss directly and this dependency bump does not add @tailwindcss/postcss. Any Shakapacker/Webpack build that processes the app CSS through PostCSS will fail under Tailwind v4 until the separate PostCSS plugin is installed and the config is updated.

P2 Badge Migrate ESLint config before upgrading to ESLint 10

This bump makes yarn lint:eslint run ESLint 10, but the repo still only has a legacy .eslintrc file and no eslint.config.* flat config. In that state the lint script in package.json:26 will not load the project rules under ESLint 10, so CI/developer linting fails or runs without the intended configuration unless the config is migrated or ESLint remains on the v8 line.
