perf(api): use crypto.randomUUID for mock response IDs

Switched from `Math.random().toString(36).substr(2, 9)` to `crypto.randomUUID()` in `/v1/chat/completions` endpoint for generating IDs. This ensures cryptographic uniqueness to prevent ID collisions and is natively faster. Updated tests to verify new ID format and added a journal entry in `.jules/bolt.md`.
