Ignore renamed-aside /opt/rocm-*.stale trees in ROCm detection (they faked an acceptable install and made bloom skip installation), and reset leftover state (orphaned rocm/amd-smi/amdgpu-install packages, stale repo lists, .stale trees) before a fresh install so it isn't a no-op. Add dpkg/opt-rocm/apt diagnostics to the SMI-not-found failure. Updated docs.

feat: add ROCM post install steps, this is on top (rebase) of pending ROCm install fixes (both 7.13.0 and 7.2.3 verified from initial node state of no ROCm
