BackupRestore CRDs are created by taking in StorageBackup crd. But it's already in failed state, there is nothing to restore and Failed is a terminal state of StorageBackup so it won't. move backup to Success state later.

So marking BackupRestore as a failed if the input StorageBackup is in already Failed state.
