Please add heplify-server 1.59.12 to the packagecloud.io repo so the homer installation will pick up the binary

In ticket #616 a function was added to heplify-server to sanitize extracted headers for insertion to the DB. Please add the new binary to the location that the homer installation points to.

This is based on the homer install script. Our automation is using this location to install the packages. Please let me know if you have any questions.
