ci: run the automerge check as part of pull request jobs

Summary

This PR follows #239 and adds the pull request target to ensure this automerge check happens with the pull requests from the wonderful @dependabot.

Notes

• I'm unsure still if code owners might also require updating but am still hopeful for testing in build(deps): bump golang.org/x/sys from 0.36.0 to 0.37.0 #236.
