Move customized Amplify UI packages under smart-cloud scope

- Replace locally customized Amplify UI React dependencies with @smart-cloud scoped packages
- Use @smart-cloud/aws-amplify-ui-react package family for the Gatey Authenticator foundation
- Improve dependency ownership and update path for customized frontend components
- Update Tested up to value for WordPress 7.0
