Add Distribution Engine README schema (who / problem / canonical URL)
Adds the three machine-parseable positioning headers so the artifact registry can read meaning, not just freshness. Copy inherits verified portfolio positioning; no invented framing. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
