Could you please write somewhere how exactly this flow looks like?

When pushing a tag to repo a draft Release is created. Then we can check it, change description and publish it.
When Release is published then the package on hex is being published with appropriate name.
Publish is triggered when you do normal Release (not only by workflow with pushing a tag)
