[docs] Set yarn version (#3461)

## Description

In #3457 I've migrated our repo to `Yarn 4`. However, docs _**should**_ still use `yarn 1`. I thought that it will be done automatically as I haven't changed `packageManager` in docs `package.json`, but it seems that CI fails anyway.
