Extract applySynchronousUpdates from performOperations (#9078)

## Summary

Separates the synchronous UI props update logic into its own
`applySynchronousUpdates` method.

Adds `partitionUpdates` and
`shouldUseSynchronousUpdatesInPerformOperations` helpers to support the
extracted method.
