[C++] Extract applySynchronousUpdates from performOperations

Separates the synchronous UI props update logic into its own
`applySynchronousUpdates` method.

Adds `partitionUpdates` and `shouldUseSynchronousUpdatesInPerformOperations`
helpers to support the extracted method.
