VAT displayed on PDF invoice even when 0%

Description

The VAT displays in the subtotal area of PDF invoices even when set to 0%. It is hidden in the preview though, so I suspect the behavior is a bug.

For countries without VAT it makes sense to me to go with the preview behavior and hide when it is 0%.

Steps To Reproduce

1. Generate an invoice with a VAT of 0%
2. Download PDF copy
3. Observe VAT 0% in the subtotal section
