`localconfig.vdf` fails to read if the user is in groups with "invalid"/special characters

Returns the "localconfig.vdf not found" error naively. Removing the entire section of groups with "invalid"/special characters from my localconfig.vdf made GModPatchTool run without issue.

1. Some characters within this snippet of groups breaks parsing localconfig.vdf.
2. The "Couldn't find localconfig.vdf" error should probably be more finely grained to specific filesystem errors that would actually cause it to be not found to avoid potential confusion. Other errors should probably be in a separate "Failed to parse localconfig.vdf" error with an actual error message.

That "couldn't find" error is for real. Tokio is unable to read the file at all for some reason:

That's before we attempt actually parsing it, which has a separate "Couldn't parse" error as you suggest:

I'll change it so the Tokio read error spits out its actual error message and says "Couldn't find/read" instead

Hi, was there a solution/fix for this issue yet? my friend is trying to get his codec fix set up but he had the "running as administrator problem", he took the patch out of the name like the other person suggested but is now having this localconfig.vdf issue as well.
