Why I did it

docker-ptf Dockerfile.j2 on 202511 was stale vs master. Cherry-pick the latest changes (Go 1.25.11, gnmic from pinned commit, nanomsg 1.2.2, sflowtool v6.09, libboost 1.81, lxml/setuptools security upgrades, dynamic saithrift egg, final apt upgrade).

How I did it

Replaced dockers/docker-ptf/Dockerfile.j2 with master's version and added files/apt/apt.conf.d/apt-timeout-n-retries (referenced by the new Dockerfile).

How to verify it

Build docker-ptf for 202511 and confirm the PTF image builds successfully.
