Like #456, but fixing all remaining instances that come up from grepping
packaging_guide.html. Separate because it didn't occur to me originally to look for others instances.All are rote 1:1 updates corresponding to moved sections, except for the opinionated
packaging_guide.html#install-level-build-parallelism->config_yaml.html#build-jobsdue to the original section being removed in spack/spack#50884 AFAICT.
