BREAKING CHANGE: Python 3.7 and 3.8 are no longer supported. Minimum required Python version is now 3.9.

This commit ensures semantic-release bumps the major version.
The breaking change (dropping Python 3.7/3.8 support) was introduced in
a previous commit with a
fix:prefix, which would not trigger a majorversion bump on its own.
