Remove unnecessary Gradle wrapper from buildSrc

buildSrc does not need its own Gradle wrapper and should use
the parent project's wrapper. Having a separate wrapper causes
Dependabot to detect and attempt to update it independently,
creating confusion and unnecessary PRs.
