Updates ADR 0007 (currently the outdated +538/deferred version from #965) with the real measurement: a registry recovers ~307 B gzip, the ceiling 900 B - not the 1.5 KB the version-delta suggested. Decision flips to keep the baseline. Adds the runnable POC and the in-place core.js measurement scripts.
