Add SPDX Apache-2.0 headers to files

Insert // SPDX-License-Identifier: Apache-2.0 header comment across many source, header, tool and test files (src/include, src/openmeta, src/tools, src/python and tests) to explicitly declare the project license. This is a non-functional change to add licensing metadata; no logic or behavior was modified.
