chore: Bump airflow to 2.9.3 (#809)

* chore: add missing changelog entry for vector

* fix(airflow): the download_constraints script was stripping the dot from the python version which was inconsistent with what the Dockerfile expects

* fix(airflow): add airflow 2.9.3, drop previously deprecated versions

* fix(airflow): update changelog

* Update CHANGELOG.md
