Codeflow IDE stuck in Partial Mode - Project Wide IntelliSense not available

Describe the bug

Until recently, typescript intellisense was working fine. But now the types cannot be resolved and upon checking, there is a warning with a link to https://aka.ms/vscode/jsts/partial-mode

Types do work on the classic editor, so it seems to be a Codeflow issue.

Steps to reproduce

• Open any typescript repository in Codeflow
• click on a js/ts file
• observe that the Partial Mode warning shows

Expected behavior

IntelliSense is available and types work across files.

Parity with Local

• I have run the project in my local machine and I could not reproduce the issue.
