When `os_distribution` is set to `rocky`, IPA images will now
be built using Rocky, rather than CentOS Stream.

It is useful to also template the disabled repositories so that they can
easily be enabled with dnf config manager.

This allows you to manage the distribution-provided OS package
repositories without having to define them explicitly in
dnf_custom_repos.
