Document Octavia certificate rotation

The documentation is missing steps for rotating the Octavia client certificate, which needs to be done yearly.

I've been working on extracting this to the admin guide. stackhpc/openstack-admin-guide#50
Seems unnecessary to duplicate this, but maybe the SKC docs should be the home for this instead?
