This pull request updates the Cinder container image tags in kolla-image-tags.yml and adds the cinder-base source repository configuration in kolla.yml to resolve compatibility issues with NetApp ONTAP when using self-signed certificates. A release note has also been added to document this fix. There are no review comments, and I have no feedback to provide.

stackhpc/cinder#149 needs to be merged for the image build to be reproduced.
