LGTM after further clean-up. You should take a look at the changes I made to the tests, as you seem to have a misunderstanding as to how to use various APIs. This is likely to also be applicable to your other BLAS PRs.

As an addendum, the misunderstanding of how the test suite works masked implementation and test bugs which have now been addressed in the most recent commits.
