Description

What is the purpose of this pull request?

This pull request:

• Updates the version of R for the lint workflows to 4.3.3 (version previously in lint_random_files.yml but rolled back to align with lint_changed_files.yml in initial upgrade from 3.5 to 4.2 in build: update R version to 4.2.0 in lint workflows #11262). Per discussion with @kgryte, decided to go with newer version. Fixtures don't need to be regenerated because it's a minor version change.
• Adds missing packages to R requirements.txt. Packages were already being used, they just weren't present in requirements.
