This pull request introduces a new global function,
lw_harbor_refresh_catalog(), which allows consumers to force a synchronous refresh of the product catalog from the Commerce Portal API.It's required for LearnDash. LD has a page where you can download all the LD addons. Now that we are downloading it from Harbor, we need to update the "Refresh now" button to refresh the Harbor catalog. So users can see updates.
