Updates the Rust toolchain from 1.96.1 to 1.97.0 and nightly rustfmt from 2026-07-08 to 2026-07-09.
Also updates direct dependencies regex 1.12.4 -> 1.13.0 and sysinfo 0.39.5 -> 0.39.6, with lockfile refreshes for bytes, jiff, regex-automata, and zerocopy. Changelog review found no required code migration: regex adds the new regex! macro, sysinfo's patch is NetBSD disk-information work, bytes fixes a Box::new panic path, jiff updates bundled tzdata to 2026c, and zerocopy is a patch bump. The new rustfmt nightly produced one formatting change in src/run.rs.
