Updates the Rust toolchain from 1.96.1 to 1.97.0 and nightly rustfmt from 2026-07-08 to 2026-07-09.
Rust 1.97.0 release notes were reviewed; no project changes were required beyond the tagref-safe toolchain pin updates. TypeScript 7.0.2 was checked but intentionally not updated because the current vite-plus core peer dependency only supports TypeScript ^5 || ^6.
