fix(#186): rewrite commands page as a surface cheat sheet (#191)

Rewrite docs/commands.html as a toggle-driven cheat sheet,
 keep PowerShell first to match the rest of the site, and
 separate the standalone nova launcher from native pwsh cmdlet
 usage more clearly.
